It's pronounce "tora", the "h" is only needed in English assignment exclusively. Also, to mine (admittedly scarce) expertise of Hebrew, ה at the finish of a word to represent a long /a:/, if the Japanese together of the mora ら in Japanese is simply a short /a/ (vowel length is distinctive in both those languages). Sorry because that the pedantry, i guess.
